In all its actions, both nationally and internationally, AMSSNuR adopts and respects the following principles and values:


Relevance


AMSSNuR carries out its missions, activities, and decisions and acts in its capacity as the national authority responsible for the protection of people, society, and the environment against the dangers related to the peaceful use of nuclear energy or in emergency situations, with a high level of technical, scientific, legal, and communication relevance.

To achieve its missions, AMSSNuR relies on its human capital skills, its organization, and its network of national and international partners.



Transparency and Confidentiality


AMSSNuR provides transparent reporting to the public and all stakeholders on the nuclear and radiological safety and security situation of licensed activities and facilities in normal and emergency situations.

AMSSNuR respects confidentiality and neutrality with respect to data collected at the operator level.

AMSSNuR implements a set of tools and information materials and involves interested stakeholders in its communication policy to strengthen credibility with the public.



Rigor


AMSSNuR observes technical and legal rigor in all its actions, decisions, and recommendations. It relies on clear and understandable procedures. Its directives and requests are intended to ensure that a high level of safety and security for installations and activities using sources of ionizing radiation is maintained. AMSSNuR’s rigor contributes to its credibility, legitimacy, and reliability towards the public, authorities, and bodies under surveillance, as well as on an international scale.



Independence


The status of an independent regulatory agency conferred on AMSSNuR by Law 142-12 about nuclear and radiological safety and security requires independence in its decisions in compliance with the standards and conventions to which the Kingdom has agreed.


Foundations

Law No. 142-12 established AMSSNuR as an independent regulatory body, based on four principles:

AMSSNuR is functionally, financially, and jurisdictionally independent from other organizations that are operating or promoting nuclear techniques by reporting directly to the Head of Government.

Unification, within this single national body, of the regulatory mission and control of the safety, security, and safeguards of all installations and activities involving sources of ionizing radiation.

Adoption of international standards and guidelines arising from obligations under international conventions signed by our country.

AMSSNuR is legally empowered to intervene in control missions, deliver authorizations, run inspections, and impose administrative sanctions related to its core function.
