Draft Decrees Implementing the Law no. 142-12


AMSSNuR has developed a strategy for upgrading the regulatory framework for nuclear and radiological safety and security and has established a Regulatory Framework Upgrade Committee (RCC) for the preparation of draft decrees implementing Law 142-12 on the following topics:

  1. Authorization and reporting of Category II facilities, activities, and associated ionizing radiation sources.
  2. Protection of workers, the public, and the environment from ionizing radiation.
  3. Use of ionizing radiation sources for medical purposes.
  4. Security of radioactive sources.
  5. Implementation of nuclear safeguards agreements.

  1. Emergency preparedness and response.
  2. Safety of radioactive waste and spent fuel management.
  3. Safety and licensing of Category I facilities and activities.
  4. Approval procedures for technical services.
  5. Exemption and release levels.
  6. Radioactive waste characterization procedures.
  7. Radiation protection training and qualification.
  8. Training and qualification of medical physicists.
  9. Import and export of nuclear materials, equipment, and related technologies.
  10. Physical protection of nuclear materials and associated facilities.
  11. Safe transport of radioactive materials.
  12. Technical inspection procedures.
  13. Authorization of radioactive ores.

Strategy for upgrading the regulatory framework



AMSSNuR initiated in 2017 the implementation of a strategy to upgrade the regulatory framework necessary for the application of the provisions of Law No. 142-12. In this context, AMSSNuR carried out a comprehensive analysis of the existing framework, the identification of priority texts, the establishment of a Regulatory Framework Upgrade Committee (CCR), and the processes of its operation.

This strategy aims to upgrade the current regulatory framework for the development and/or updating of regulatory texts, covering the main regulatory functions of AMSSNuR, including radiation protection, medical exposure, transport of radioactive materials, radioactive waste management, radiological emergencies, and training in nuclear and radiological safety and security.

Indeed, the regulatory project of nuclear and radiological safety and security is one of the priority obligations enacted by Law No. 142-12, as well as the strategic orientations adopted by the Board of Directors of AMSSNuR. AMSSNuR has developed a comprehensive analysis of the existing system and has adopted a participatory, transparent, and concerted approach that has resulted in:

Unanimous adoption by the CCR of the strategy for upgrading the regulatory framework and the working methodology.

The identification of 18 regulatory texts to be promulgated within a five-year period.

Collaboration with international experts from the International Atomic Energy Agency, the European Union, and the US Department of Energy.

Ongoing coordination and consultation with the members of the committee through the space dedicated to the CCR on the AMSSNuR website.
