AMSSNuR endeavors to organize its regulatory control activities in a way that is proportionate to the issues presented by facilities and activities implementing SRIs, using a graduated approach, through the appropriate regulatory framework, authorization and inspection systems, for the application of legislative and regulatory provisions governing the safety and radiation protection assessment of various facilities and activities.
These systems are reinforced by actions to present the new legislative and regulatory framework and to raise safety awareness among stakeholders, thus enabling AMSSNuR to perform all its regulatory functions.

As part of its regulatory oversight of the IRS, including Class II facilities and activities, under Act 142-12, AMSSNuR conducts reporting and authorization applications in a fair and transparent process.
The activities involving ionizing radiation sources authorized by AMSSNuR are:
Design and construction of facilities housing these sources.
Manufacturing, production, and distribution.
Disposal.
Import and export.
Commissioning tests and maintenance.
Transfert.
Transport and transit.
Acquisition, ownership, use and operation.
Effluent and radioactive waste management.
Decommissioning and disposal of radioactive waste or decommissioned equipment.
Storage.
Inspection is one of the main forms of regulatory control exercised by the AMSSNuR.
The purpose of the inspection program implemented by AMSSNuR is to ensure compliance with the rules and regulations governing authorized facilities and activities. Inspections are of various types: unannounced inspections, announced inspections, and reactive inspections.
AMSSNuR is mandated to approve organizations providing services that enable operators to meet their radiological safety and radiation protection obligations.
Approvals cover the following services:
Individual dosimetric monitoring of workers exposed to ionizing radiation.
Calibration of ionizing radiation measuring and detection equipment.
Training and checking of knowledge of qualified persons in radiation protection (the radiation protection expert, the person in charge of radiation protection, health professionals, operators and workers under ionizing radiation, and actors with responsibility for radiation protection).
Measurement of radioactivity in the environment.
External quality control of medical ionizing radiation equipment and sources.
Checking the effectiveness of the technical and organizational measures taken by the operator to meet the safety requirements set out in Law No. 142-12.
Technical inspection of radiation protection sources and devices emitting ionizing radiation, protective and alarm devices, and measuring instruments used.

The objective of the upgrade of the regulatory framework for the application of Law 142-12 was to strengthen the efficiency of the regulatory control exercised by AMSSNuR on the basis of an approach adapted and proportionate to the risks involved.
Regulations governing radiological safety aspects are first and foremost objective-based regulations. They are adapted for controlled sectors. For its development, AMSSNuR has taken into account feedback from the application of previous regulatory provisions or standards, IAEA international standards and recommendations, and international good practices.
The overall approach adopted by this new regulatory framework, which aims to better control risks and prevent incidents and accidents, contributes to enhancing the level of radiological safety in facilities and activities involving the use of Category II sources of ionizing radiation.
In this context, several draft decrees were submitted to the Head of Government by AMSSNuR, including:
The authorization and reporting regime for installations and activities implementing sources of ionizing radiation.
Protection of the public, workers, and the environment from the risks associated with the use of ionizing radiation.
The use of ionizing radiation for medical, medico-legal, dental, and veterinary purposes.
The conditions and procedures for granting approval to bodies providing technical services.
As part of AMSSNuR’s cooperation with the European Union and the International Atomic Energy Agency (IAEA), other regulatory texts have been revised and will be forwarded to the General Secretariat of the Government.
AMSSNuR has launched a national inventory of ionizing radiation sources to identify users of ionizing radiation sources in Morocco. This inventory will enable AMSSNuR to guide and adjust its regulatory functions to better meet the needs of stakeholders in nuclear and radiological safety and security.
AMSSNuR promotes a culture of safety through participation in radiological safety and radiation protection events, the organization of national awareness-raising workshops for interested parties, and regional training courses for organizations.
AMSSNuR also provides support for delegations from African countries on various topics related to radiological safety within the framework of technical visits and training courses.
