As part of the national policy of South-South cooperation, AMSSNuR is working to share the experience it has developed in its areas of expertise, notably in regulatory control of the use of ionizing radiation sources, with all other African countries. AMSSNuR also aims to enable African countries to benefit from the assistance and expertise it receives from partners with a well-developed and solid nuclear infrastructure.

Indeed, within a framework of multilateral cooperation, notably with the EU and the IAEA, and with the aim of developing the region’s human capacities, promoting a strong safety culture, and strengthening the level of SSNR in Africa, AMSSNuR hosted the following training workshops:

Regional workshop on site selection.
Regional IAEA Regulatory Workshop on Package Qualification and Approval for the Transport of Radioactive Materials.

Regional workshop on regulatory authorization for nuclear safety during the life-cycle stages of nuclear installations.
Regional training workshop for transport safety inspectors in French-speaking African countries.
Regional workshop on the establishment of a national register of ionizing radiation sources.
Regional training course on the licensing and inspection of PET-CT scanner installations.
Regional leadership school for nuclear and radiological safety.

As part of its enhanced cooperation with sister authorities in Africa, AMSSNuR was able to welcome, among others, 14 African trainees and managers for training courses and scientific and technical visits lasting from 1 week to 2 months. These internships, carried out within the framework of technical cooperation with the IAEA, allowed the trainees to learn more about AMSSNuR’s experience in the fields of:

Regulatory development ;
Authorization and inspection;

Nuclear and Radiological Safety and Security Review and Assessment (SSNR);
Human capacity development strategies;
Public information and communication;
Integrated management and regional and international cooperation.

Upon their return to their respective organizations, trainees are able to implement their learning in order to strengthen their national regulatory systems in terms of SSNR.

AMSSNuR has strengthened its position on the African scene, following the election of its former Director General, Dr Khammar Mrabit, in 2019, to the Presidency of the Forum of Nuclear Regulatory Bodies in Africa ‘FNRBA’, the cooperation forum of African regulators, for a two-year term. As a very active member of this forum, AMSSNuR’s former Director General has made a major contribution to updating and adapting the forum’s organizational charter to global safety and security issues, drawing on his experience as Chairman of the Global Nuclear Safety and Security Network (GNSSN). Thus, the new charter adopted in 2018 by the IAEA’s African Member States, members of the FNRBA, provides for a presiding body, a steering committee,


and thematic groups in charge of the organization of the Forum.

AMSSNuR also took part, as a contributor, in Phase Two of a major cooperation project launched by the IAEA in January 2019, aimed at developing and strengthening SSNR regulatory structures in African countries. AMSSNuR’s role in this project strengthens the network of collaboration and partnership that AMSSNuR is building at regional and international levels, as well as Morocco’s positioning as an African leader and international contributor to SSNR.
