Meeting on 22 July 2026, the Government Council deliberated on and adopted draft decree No. 2.26.11, amending and supplementing Decree No. 2.20.131 on the authorization and declaration of Category II activities, facilities, and associated ionizing radiation sources. The text was presented by the Minister of Energy Transition and Sustainable Development.
Decree No. 2.20.131 is one of the pillars of the national regulatory framework for nuclear and radiological safety and security. It sets out the conditions and procedures under which activities, facilities, and sources of ionizing radiation are subject to authorization or declaration, depending on the level of risk they present.
The amendments and additions introduced by draft decree No. 2.26.11 concern the provisions applicable to Category II activities, facilities, and sources of ionizing radiation — a classification that reflects a specific level of radiological risk and, as such, determines the nature of the regulatory obligations incumbent on the operators concerned.
This regulatory development is part of AMSSNuR’s ongoing effort to strengthen the national legal framework governing the peaceful uses of ionizing radiation, in line with international safety and security standards. It helps consolidate a regulatory oversight system proportionate to risk, ensuring both the protection of workers, the public, and the environment, and support for economic and scientific stakeholders using these sources in their activities.
The adoption of this text by the Government Council marks a further step in upgrading the national governance framework for nuclear and radiological safety and security, in keeping with the Kingdom of Morocco’s international commitments in this area.L’adoption de ce texte par le Conseil du gouvernement marque une nouvelle étape dans la mise à niveau du cadre national de gouvernance de la sûreté et de la sécurité nucléaires et radiologiques, en cohérence avec les engagements internationaux du Royaume du Maroc en la matière.
