Building National Expertise in Nuclear and Radiological Security: Morocco’s Nuclear and Radiological Safety and Security Agency Hosts National Response Training Workshop

Rabat, February 9, 2026 – In the framework of its ongoing cooperation with the Office of Radiological Security under the United States Department of Energy, the Moroccan Agency for Nuclear and Radiological Safety and Security (AMSSNR) is holding a four-day national training workshop on response to nuclear and radiological security incidents, from February 9 to 12, 2026, in Rabat.

The workshop builds on a training program jointly launched by the Agency and the Office of Radiological Security in January 2024, with the shared goal of strengthening national response capacities in situations involving radioactive sources that are lost, stolen, or outside regulatory oversight.

In his opening address, AMSSNR Secretary General Mr. Reda NOUR underscored the strategic significance of the workshop, calling for greater alignment between the national vision and the active involvement of all relevant institutions. This approach, he emphasized, is essential to ensuring seamless coordination of response operations and fostering a common understanding of the scope and complexity of challenges inherent to nuclear and radiological security.

Mr. NOUR also highlighted the workshop’s pivotal role in training future national instructors, who will be tasked with cascading acquired knowledge and contributing durably to the reinforcement of the national nuclear and radiological security framework — in full conformity with the applicable legislative and regulatory landscape and established international best practices.

The session brings together more than twelve representatives from agencies responsible for security, safety, and national defense, all of whom are positioned to subsequently serve as trainers in response operations.

The core objective of the training is to equip future instructors with a thorough command of the national legislative and regulatory framework governing nuclear and radiological safety and security, an understanding of the risks posed by ionizing radiation to first responders, an awareness of threats targeting radioactive sources, knowledge of physical protection systems for relevant facilities and activities, and familiarity with emergency response planning.

The programme further incorporates practical exercises and tabletop simulation drills, along with operational scenarios designed to develop on-site response plans, investigation procedures, and technical verification protocols.

The workshop is co-facilitated by experts from the American Office and the AMSSNR, in collaboration with other relevant national authorities — creating a dynamic forum for knowledge exchange and the sharing of best practices in preparedness, inter-agency coordination, and the management of radiological incidents.

Through this initiative, the Moroccan Agency for Nuclear and Radiological Safety and Security reaffirms its sustained commitment to advancing national capabilities and consolidating nuclear and radiological security systems, in close partnership with its American counterparts and in alignment with international standards.
